Random shutdown, and not running motherboard connected fans.

Hi! First of I'm not sure if this is the right thread since i don know if the problem lies in the psu or in the motherboard.

So my (home built) computer has been running just fine the last year or so, until a few days ago. My computer just randomly shut off, like if the power supply was turned off. I hoped this was a one time problem so i just kept using my computer (it could restart just fine). This started to happen more and more frequently, and it started to have problems turning on. Sometimes only the case fans started, and nothing else (the case fans are not directly connected to my motherboard), and sometimes the computer shut of a few seconds into the starting process, often before windows started to load.
Today this happened as well, but this time it happened every time i tried to start. So i opened my case and tried to start it. The only fan directly connected to the motherboard was not running (the others are connected to the case fan controls, and were running), the fans on the graphics card are not running, and it is possible that the water cooling system for my cpu is not running (not sure though). Which is pretty much everything connected to my motherboard. But i don't think the motherboard is completely dead, since it has a working diode, and the problem started to occure while windows was running.

So I'm thinking that this is either a problem with my psu or my motherboard, and that the shutoff was due to overheating since my watercooling system was off. Does anyone know what may be causing this problem, or how to solve it?
