Intel Haswell Core i5-4670K Gaming Issues

I recently put together a build with a Core i5-4670K, MSI Z87-G41 MB, NVIDIA GTX660Ti, 120GB SSD, 8GB 1600 MHz RAM. I've been running into issues with gaming, mainly involving clock speeds. While playing any game or simulator, the processor simply will not get above idle states, it remains <1.7GHz. I've tried disabling EIST, I've setup MSI Overclock Genie, I've installed all needed software, etc. I'm unsure if it's just the game itself or there is something wrong with the processor. Shouldn't it overclock automatically? Earlier the clock speed went so low while gaming that it actually caused my system to bluescreen. What could be the issue and how might I go about resolving it? Is this a common issue with Haswell? I've never actually seen the processor clock above 3.4GHz more than once, suggesting that Turbo Boost just isn't working. Thanks in advance.
