Few Questions CPU Temp/Speed.

I really have little knowledge about hardware so forgive me. Is it normal/safe for the cpu to run at this temp? I was playing tera at the time. Also, my frequency is all over the place, I figured it should be static at 3700? I ran the "auto tune" test up to 4100Mhz in the AMD Catalyst Control Center, but I am not overclocking it at all; could that test have damage the cpu? Thanks a lot for any answers.
