Computer turns on for a second, off and then on again

Hi

I have had this weird issue with my motherboard ever since I got it. When I power on the PC from a cold boot state the system lights and fans turn on without display for about a second, cuts off and then about 5 seconds later turns itself back on and works perfectly. There has been no other issues with the MB and I don't have any OC settings or any high temp readings.
