Need Help with new build.

Over the last few days I have been unsuccessfully trying to get a new build to work.
Asus Maximus Hero VI Hero motherboard
Intel Core I7 4790K Processor
Cooler Master Hyper D-92 CPU air cooler
G-Skill Ripjaws F3-12800CL9Q-16GBXL (4 GB X 4) DDR3-1600 (CL9-9-9-24 1.5V)
EVGA GTX 970 04G-P4-2974-KR Superclocked
Corsair PSU RM850
Intel 730 Series SSDSC2BP240G4R5 2.5" 240GB SATA 6Gb/s Solid State Drive
ASUS SATA Blu-ray Burner BW-16D1HT

I put it all together and powered it up and MB would not post. All fans
spin, including GPU fans. All I got was error code 55 (memory not installed),
and the DRAM LED was solidly lit. The system would stay on indefinately.

I contacted ASUS tech support, and after 1-1/2 hrs on the phone, Swapping
the sticks of memory in every possible combination, and inspecting the CPU socket for bent pins (there were none), the tech advised me that there was a conflict with the bios. So we flashed the bios before boot (a pretty neat feature of this MB), but still we got error code 55 and a solidly lit DRAM LED. He then gave me some explanation about the south bridge not being compatible with the CPU (way beyond me), but since the DRAM LED was lit and not the CPU LED, there must be a problem with the MB and advised me to return it. So I did.

I bought a new MB, ASRock Fatal1ty Z97 Killer.
I put it all back together and all case fans spin, but the GPU fans do not.
All I got was a solidly lit LED1. Once again no post. After about 20 seconds
the system would shut itself down and restart over and over again.
I put a speaker on it and I get 4 short beeps (System timer error).
Once again I tried every combination of memory in the MB to no avail.
I then powered it up with no memory at all and got 3 long beeps. I don't know
what this code is. The BIOS version printed on the chip is P1.50. I looked this
up and this version is supposed to be compatible with 4790K.

I have the CPU 8 pin power connector plugged into the power supply in the
upper right plug. That is if you are looking at it with the PSU fan facing down.
I thought I would mention that in case you thought it might be plugged in the wrong spot.

I would say that I ended up returning a good MB for no reason, but what is my problem now? Could the CPU be bad?
