Gigabyte MB GA-M55plus-S3G Power Switch

ON/OFF switch on Motherboard.
MB= Gigabyte GA-M55plus-S3g WINxp SP3
Objective: To turn ON the MB from the external
Standby Power Supply. (the Computer's
Power Supply is turned "ON" all the time.).
Page 23 in User's Manual shows MB Pins
#6-#8 for PURPOSE but no indication
as to HOW it is done (e.g. momentary
connect action or ???) Can this be
SAFELY connected [jack plugged] to allow the
desired OUTSIDE (via the Standby Power Supply)
action?
