Intel i7-4790k core running hot with stock cooler

I have just put this new PC together and the intel i7 4790k core seems to be running really hot. When I first put it together with the case all open but all components installed, no operating system yet, it was running in the high 40 C range to 51 or so according to the bios. I hoped with the case panels on and such it would have better cooling.

Its still running hot, 49 at idle.
If I do any type of stress tests, it goes up to 90 fast then settles in a few seconds at 98C so I stop the test right away

I have read this core runs hot, that you must use an after market cooler but see other posts saying it runs fine, and by fine they say in the 60 C range with stress.

So I'm not sure if I have a bad CPU or this is common?
CPUID HWMonitor, and Intels extreme tuning util and my bios show the same heat readings
