PC freezes when downloading games

My pc freezes when trying to download games. It usually takes a couple of minutes into the download and then my pc just locks up. Sometimes it freezes when doing simple tasks like watching youtube or netflix, but it doesn't happen very often. The only thing I can do is force shut down the system. I thought it was a hard drive issue so I bought an ssd. Issue still occurred when downloading games to the ssd even without the hdd installed. The only way I can prevent it from locking up is by limiting my download speed to 3MB/s or downloading in safe mode. Could it be an issue with my nic or it's drivers. I've tried updating and even rolling back my network drivers with no luck.

A couple weeks before win 10 was released I decided to reset my windows install and for a couple of days I could download all the games I wanted without it locking up on me. I thought I fixed my issue but a couple of days in it started doing it again :banghead:.

System specs: p8h77-m pro prebuilt mobo, i7 3770 stock, evga gtx 970 16gb ram, 240gb adata sp550, 1TB TOSHIBA DT01ACA100

I originally purchased the system as a prebuilt and upgraded it along the way. I upgraded the power supply to a corsair cx600, but that gave out within a year and for whatever reason after that happened the os wouldn't register the 32gb of ram I had installed. Only 16gb. No matter how I position the dimms. I can see the slots are filled in the bios, but it just won't register in the os.
