Pc won't boot

I have an hp xw4600 and when when I plug it in (no I did not press the power button) It tries to boot automatically for 2 3 seconds as the cdroms led blinks and power led turns on but then it shutsdown and after a few seconds it tries this all over again.
There are no beep sounds.
