Low CPU&GPU Percentage

I have found that after building my new computer, that it doesn't run games as well as I pleased. After doing some research, I found that both my GPU and CPU are running low percentages, even when the game I'm playing is running with a low FPS. My GPU runs around 44% maximum while playing Dark Souls 3, and my CPU runs around 12% with the same game. My PSU is more than capable, so I am driven to believe that this has something to do with my motherboard.

CPU- Intel Core i7 6700K 4GHz
PSU- Corsair RM1000
RAM- Corsair Dominator Platinum 16gb DDR4 DRAM 3200MHz
