[SOLVED] How to prevent CPU downclocking?

I tried disabling intel speedstep, but the CPU clock keeps going down to 1.5 GHz according to CPU-z and Argus Monitor.
I also disabled core parking and set min CPU speed at 100% in windows power management.
Any ideas?
