Boot/POST Problems

Hi I am dealing with an issue with a custom built PC that was running fine for the last few months until a recent crash.

So what happened is I was playing a CSGO game the other day and I got a full system lockup. The sound repeated whatever was playing and I got a blue screen about "collecting information" with a percentage. The error I got on the crash was a clock_watchdog_timeout. At the time I had an overclock on the CPU and assumed that it just was not stable so I reverted to optimized defaults in the bios following this. This percentage stopped increasing and I had to hard reboot. After that specific reboot the system went into a reset loop. I powered down, cleared CMOS and drained the power. The system proceeded to boot as everything was completely normal which was surprising to me. I used the PC for the day and shut it off as normal. The next day I went to boot it and it booted, reset and then failed to post. The only way it will start after a shut down is by turning off the power supply for a few seconds and trying again. This is the current issue. I don't know if there are settings I am missing in the BIOS that are causing this or if I have failing hardware.

I have also had these strange artifacts while booting CSGO (and only CSGO, other games are fine) I have included a video in case there is a chance they are linked.

RAM - Kingston Hyper X Fury 2133 32 Gb
PSU - Corsair AX1200i
SSD - Samsung 950 Pro 512 M.2
SSD - Samsung 850 Evo 1TB SATA
GPU - EVGA GTX 1080 FTW
GPU - EVGA GTX 1080 FTW (EVGA HB SLI Bridge)

Any tips would be greatly appreciated. I will be doing my own troubleshooting as well today and will keep the post updated on any of my findings.
