My head hurts today,and on top of that i started wondering why it runs like this,its been like that forever,i dont know what is wrong.

Why it runs full speed,on normal power plan,why,all cpus had minimum 0 1 2 3% and minimum clock was 3.7 WHY,i reset power plan and i saw normal clocks I was like OMG IT worked,30 seconds it came back to this again.It makes my fan loud..And it eats energy,its annoying,what my pc cant handle now running windows 7 without running anything,it used to be normal,but its been like this for god knows how long,i have no idea,all bios power saving options enabled.56celcius not running anything,great.
