CPU 100 Usage

hi recently my cpu is reaching 100 usage with nothing running on the background.It usually happens when i play games or when i watch videos on youtube,it happens randomly and it goes away randomly the only games i play are Planetside 2 , Planesite 2 and league of legends , i tried re installing windows didnt work
