P5AD2-E Motherboard. Any value?

I have been given a brand new P5AD2-E De Luxe motherboard. Is it worth buying all the necessary components to populate? Will it be able to handle windows 10? Win8? Win7? What would be the best CPU, single dual or quad?
How about a GPU, any suggestions? Anything to help make up my mind would be appreciated. A detailed list of best practical components?
